Mogadishu – In a shocking turn of events, the President of Hirshabelle state, Ali Guudlaawe, has defected to the opposition, a move which dealt a significant setback for President Hassan Sheikh Mohamud’s government, which has been struggling to expand its rule and influence in the country’s federal states.
Guudlaawe’s decision which sees him joining forces Himilo Qaran, an opposition party led by former Somali President Sharif Sheikh Ahmed has raised tensions with the central government. It comes amid accusations by the state that President Mohamud’s administration is attempting to instigate a regime change in Hirshabelle.
Making the situation even more complicated was a recent accusation made by President Mohamud’s envoy for stabilization and civilian protection, Mohamed Abdi Ware, who accused Guudlaawe of colluding with al-Shabab, a terrorist group. This accusation is seen as a serious one and has raised concerns about the impact it could have on the already tense political situation in the country.
In turn, Guudlaawe has reportedly interpreted the accusation as a political message reflecting President Mohamud’s position towards him and his implicit desire to undermine his administration.
This perception is likely to add fuel to the already simmering tensions between the central government and the federal states, which have been at odds over various issues, including resource- sharing and political power.
His defection which come as a surprise to many gives the opposition a slim majority in the lower house of parliament, dealing a major blow to President Hassan Sheikh Mohamud’s government, which sees the move a threat to its rule.
According to officials, the decision by Guudlaawe was also in part fuelled by his disillusionment with the government’s policies and his belief that the opposition party is better equipped to address the needs of the people.
The regional leader’s switch is significant given that his state is one of the most important federal states in Somalia, and his departure could encourage other regional leaders to follow suit, a scenario which could boost the opposition’s efforts to challenge President Mohamud’s leadership.
Furthermore, Analysts believe that his defection will likely make it difficult for President Mohamud to push through his legislative agenda during the rest of his term.
With the opposition parties gaining momentum, the President may face increasing resistance to his policies as a result.
Elected in 2012, president Mohamud’s administration has been struggling to build partnerships with regional states. However, progress has been slow, and the country continues to face significant challenges.
Since he came to power, the country’s leader has been facing accusations by federal states of using his influence to destabilize them, in an attempt to to remove current leaders and install his favorites.
it remains unclear how the state leader’s defection to the opposition will impact the future of Hirshabelle, however, experts believe it will likely exacerbate tensions between the region and the central government, raising concerns of political crisis and unrest.
